(UNDP) United Nations Development Programme

As the United Nations’ global development network, the United Nations Development Programme (UNDP) is principally aimed at linking countries with the knowledge, expertise, and resources needed to build better lives for their citizens and to overcome challenges to development. In so doing, the UNDP creates and facilitates strategic partnerships between various actors that include countries, international bodies and agencies, NGOs, and private actors. The achievement of the Millennium Development Goals is of particular importance to the UNDP and the various international actors who have pledged to achieve their realization. The activities of the UNDP and its various partners are carried out with reverence to and encouragement of the protection of human rights and the empowerment of women.

 Simulated International Crisis (SIC)

This year’s crisis will be unique in its structure, as each committee (4) will represent a
specific cabinet of a country. Functionally, SIC is structured to encourage both internal and
external teamwork. This implies that delegates must coordinate activities amongst one
another in their own cabinet and then, as a collective, work with other committees on the
     crisis scenario.

After careful analysis and research, we have determined the most appropriate committees
that would suit the SIC project.

State Council of the People's Republic of China

The state council was formed on September 27th 1954 as a leadership committee of Chinese delegates. It is used as a tool in the conglomeration of ministry officials from all regions and departments of The People’s Republic of China. Because of China’s vast population, geographical space and political ties, the council integrates the Communist Party Of China and The People’s Liberation Army with governments from Chinese regions. Ultimately, it acts as a centralized force in decision-making and coordination. The council is led by the premier of China and assisted by Vice Premiers, State Councillors and the secretary-general.

This is a SIC committee, and as such, the decisions of one committee will have an impact on the proceedings of each SIC committee.

The United States Cabinet

The United States Cabinet is one of the most recognizable executive councils in the world, comprised of the high ranking officials and secretaries chosen by the incumbent President. The roles of the cabinet secretaries are to help assist the President in his or her responsibilities based on their specific area of expertise. The US Cabinet is based on a hierarchical system with rankings based on the membership’s respective positions. This appointment –style system of Cabinet positions leaves a great deal of power within the Commander-in-Chief and is rare amongst other large executive councils.

This is a SIC committee, and as such, the decisions of one committee will have an impact on the proceedings of each SIC committee.

Indian Cabinet Secretariat

The Cabinet Secretariat of India is one of the most recent forms of executive branches in a democratic government. It was formed in 1961 after the Independence movement in India from England. The Cabinet functions similarly to the British secretariat structure, in which members of ministries and various departments come together to administrate and ensure coordination. The cabinet’s role has been drastically changing recently in an attempt to use it as a decision making organization rather than solely administration. The Cabinet has recently been instrumental in initiating new policies and conducting business transactions across ministries.

This is a SIC committee, and as such, the decisions of one committee will have an impact on the proceedings of each SIC committee.

Cabinet of South Africa

The Cabinet of South Africa is similar to the British structure as it is used as a system in ensuring coordination across various ministries and government departments. As the executive branch of the state, the Cabinet is a system comprised of the highest-ranking officials led by the President, Deputy President and the Ministers of each portfolio of government. Unlike other systems, the South African Cabinet ministers each have a Deputy Minister who they can delegate their tasks or responsibilities to should they not be able to attend a Cabinet meeting. Therefore, much of the executive structure that is considered exclusive is not present in the South African Cabinet. This potentially leads to less personal and coordinated meetings. Therefore, it is the President’s responsibility to ensure efforts are organized during the meetings.

This is a SIC committee, and as such, the decisions of one committee will have an impact on the proceedings of each SIC committee.

SPECIALIZED COMMITTEES

(UNSC) United Nations Security Council

The United Nations Security Council’s primary responsibility is the maintenance of international peace and security. Customarily, the Security Council’s first response to parties facing potential dispute is to seek peaceful resolution. In some cases, the Security Council will serve investigatory and/or mediatory functions and set forth conditions for the peaceful resolution of a conflict between parties involved. In those instances where a disputed between two or more nations leads to violent and/or armed conflict, the Security Council’s primary objective becomes to bring said conflict to an end as soon as possible. This often entails the deployment of United Nations peace-keeping forces to keep disputing parties apart and create the conditions under which settlements can be reached. The Council may also decide on enforcement measures, economic sanctions, and/or collective military action.
